Executive Summary
Tulsa Community College (TCC) is Oklahoma’s largest two-year institution. With four campuses across the Tulsa metro area, TCC supports more than 14,499 students and 2,000 employees each year. At a time when many institutions were facing falling enrollment and reduced funding, TCC was struggling with manual, paper-based procurement and no cost transparency. TCC turned to JAGGAER for a converged, intelligent solution that brought all their suppliers and staff into a single workflow. The solution has improved usability and increased productivity.

The Challenge: Support Growing Community
By 2009, TCC’s procurement system was not completely digitized and cumbersome for its Accounts Payable team. Purchase order approvals were often slow, and faculty had to wait for the purchasing department to track orders.
At the same time, suppliers like Amazon and BestBuy, while widely used, created disproportionate workloads because they were siloed solutions not connected to the rest of the system. TCC procurement stakeholders and administration knew the situation could not continue.
“Amazon was a small percentage of our workload but took 50% of our time. We had to figure out how to make that better and streamline it,” said Austin Rosenthal, Assistant Director of Purchasing, Tulsa Community College.
Without modernization, TCC risked missing savings opportunities, losing efficiency, and failing to support its growing community.
With centralized procurement from JAGGAER, our end-users were more likely to go to our punchouts instead of rogue suppliers. That gave spend a more manageable framework.

The Solution: Integrated eProcurement and Invoicing
TCC knew it needed to replace its manual processes with a converged, easy-to-use procurement solution. JAGGAER was selected for its track record of success in Higher Education and the configurability of its platform.
With a solution combining JAGGAER eProcurement with Contracts+ and Invoicing, TTC gained an integrated environment with Punchout & Hosted Catalogs, which made ordering as easy as shopping online. They also deployed JAGGAER Invoicing, which turned paper trails into AI-enhanced digital workflows, reducing processing time and boosting compliance.
Further customizations included supplier integrations with Amazon to create punchout catalogs, which allowed the team to set up an account and receive invoices directly from Amazon. Such seamless integration increased usability, with Amazon rapidly becoming their largest vendor by PO volume.
Results: Trust in Procurement Grew
The transformation delivered results that extended beyond simple ROI. With JAGGAER eProcurement, Invoicing and Contracts+, Tulsa Community College achieved:
- Efficiency Gains: Nearly 90% of requisitions became POs in a day or less.
- Efficiency Gains: Number of people needed to process invoices reduced to one.
- Resource Gains: Money saved by reduced headcount was shifted to Accounts Payable.
- Usability Gains: With Amazon, Walmart, and BestBuy available through JAGGAER, ordering became intuitive and trust in procurement grew.
Looking ahead, TCC aims to push beyond 50% digital invoice processing, expand supplier catalogs, and eliminate paper checks by moving toward virtual card payments. With JAGGAER’s AI-driven automation and stronger supplier partnerships, the college is positioning procurement as a strategic force in higher education.
